Owing to the rogulations in force in Japan,
it is necessary that Officers travelling via Japan should be provided with passports, and I have there- fore ordered all Officers travelling via Japan and Canada to supply themselves accordingly.
2. The cost of these passports is Five dollars,
which the Colonial Government inform me they are unable to forgo. I trust therefore that charges
for passports in Travelling Expenses will be allowed.
